Spoken once again with my ISP to be 100% its not them and they assume me they do not block/restrict etc anything for any customers and double checked my account and there is nothing they can see on their side that would cause this, and that its either an issue with my end or SE's end. Given that everyone else doesnt have problems with patching and this has only occured since ive changed router/ISP/type of connection ill assume its on my end.
In saying that ive done everything possible to ensure that my computer is open to accepting absolutely everything data wise, changed DNS servers/settings etc etc i have no idea whats left to do.
Given that for Australia the webchat support is open at 2am i doubt ill be able to go through webchat and will have to wait for the excrutiatingly slow email support (been 2 days since i lodged a ticket and not even a first response has come through...). At this point this is probably a deal breaker for me if i cant reslove this soon =(

Things i have done that ive forgotten to mention in the first post/have done since are trying to tether off my mobile network to remove the hardline internet from the equation (no change) and complete system wipe of anything ff14 including documents etc that are still left behind after an install - still no change (except now i have to redownload the whole game again if i get this issue sorted)
Double checked i do not have anything onedrive on my computer which i dont.
