Voeburtite Tunic of Healing cannot be used from glamour plates

UPDATE: THIS IS NOT A BUG, PLEASE CLOSE THIS THREAD. I was attempting to glamor a level 72+ item over a level 70 item, which does not work, even though the item has the same item level or lower.

Steps:

1. Put Voeburtite Tunic of Healing into the glamour dresser.
2. Create a glamour plate with Voeburtite Tunic of Healing or add it into an existing plate.
3. Attempt to glamour the plate over Augmented Scaevan Coat of Healing
The Voeburtite Tunic of Healing shows up as not equippable (red X on the item) for the class, even though the character is a White Mage of appropriate level.

The item can be equipped normally outside of the glamour dresser.
