If an alt doesn't contribute to the congestion of a world then what's the point of denying those of us already on said world from creating another one?Those two things are not directly connected.
If a world is declared Congested you cannot create characters on it. Period. If the character would contribute to the overall population or not doesn't matter.
No new characters are allowed on Congested worlds. No exceptions.

To make the rules simple to understand for one thing. Also to prevent people from doing sneaky stuff like creating an alt on a congested server and then transferring their old character to some other world.
Or perhaps the devs were just lazy and thought it was too much work to add an exception for alts.
