"BootVersionCheckMode"
Then try changing it's value (If it's 1 - change it to 0 and vise versa)
If this won't help - I suggest returning the default value.

If the issue persists:

Turn off ALL firewalls, turn off ALL virus protection (Windows Defender).

As far as I'm aware Language 1 is english, as for region, i think region 1 is JP, region 2 is NA, and region 3 is europe....could be wrong there though
Ive tried that, even went as far as completely uninstalling Avast. The problem I am having now is the client itself. I went to the website and got the client download and started it up. It loads and the first thing it asks "Region/language select" I click accept, a blue bar goes by for a sec, then its back on the "region/language select" screen. It repeats that if you click accept, and its driving me up a wall trying to figure out why suddenly this happened. I was literally on the game the day the servers went down for maintenance.
