I disagree. There doesn't need to be some form of compensation on SE's side for when the servers are under a DDoS attack. It downright sucks that this happens but why make them have to incentivize players to be patient? As mentioned players spamming back in is a drop in the bucket compared to what a DDoS attack entails. I don't know all the details about what a DDoS attack makes up but my understanding is that those responsible spam the servers with information on a large scale continuously far beyond what the server can handle. If a player gets disconnected and cannot get back online they'll usually give up after a period of time, unless they're that stubborn. And even then being rewarded for waiting until it clears up probably wouldn't be enough of an incentive for them not to keep trying anyway. Best course of action is to just step back and go find something else to do. Find a better use of your time than having to type out your information each time it fails.
