Can we get a potency boost during solo instanced missions?

Most solo instanced missions force and require healers to mainly attack, despite recent claims about healer roles by Yoshida.

Now that our attacks are being made much more boring, can we get, say, a +100% potency boost to healer attacks whenever we are doing solo instanced content? It would shorten the tedium.

This would be particularly relevant to characters that are below level 60, because their abilities will be retroactively butchered while the design would have remained the same.
