If you have Stormblood, but haven't completed MSQ for it, can you still make Viera?

Assuming you have the pre-order early access key of course. Like, will it say I don't qualify and not allow me to make Viera characters? Or do the quest requirements lock you out of creating the new races as well even with the key?

I was just worried because on the early access part of the pre-order bonus info, it says in ()'s that if you haven't completed certain quests, you wouldn't be granted early access. I wasn't sure if new race character creation was included in that.
