SE has already posted a notice saying it's because of the fps limit and that they're going to roll back to pre-5.0 unlimited fps to fix the problem. Anyone see anything about a timeframe when that's going to be patched in?

This worked for me. Quick and easy, no software or “hacks” required. Rtx 2070mq, i7 8750hq, 144hz displayI had this same issue, after clicking play I would get a dx11 error in Japanese. I followed every guide on here and nothing worked. I finally plugged my laptop into a cheap tv I have with an HDMI cord, signed into launcher - loaded game and once i got to my character selection screen I unplugged the HDMI and game works until the next time I close client.
This works, and I hope it works for others until SE actually decides to fix it.
the maintenance is scheduled for tomorrow (july 4th)
Jul. 4, 2019 6:00 to 10:00 (GMT)
Jul. 4, 2019 7:00 to 11:00 (BST)

Looks like it will be fixed in tomorrow's maintenance.

Yes, I've been doing this for a few days now because it's the only way to make it run correctly while using DX11. Which makes me wonder how it still runs perfectly after launching despite using DX11 on a high refresh rate monitor afterwards.I had this same issue, after clicking play I would get a dx11 error in Japanese. I have been doing the same, I believe the dx11 client checks the rate at start, the client is still capable of supporting any refresh rate so the game is able to run once the check has been passed.
How can we explain that I and some people get dc'ed after character login in 5-10 seconds even though we have 60-75hz monitors?
Their framerate limit had unexpected consequences. If you weren't having graphics issues before, and you are now, I'm making a bet that reverting that cap will fix your problems too.
I don’t think you have the same issue as us, though the error is the same. Having looked through this thread I can see a number of issues. The message you quoted only applies to people who have laptops with a forced refresh rate higher than the maximum of 90hz.

It just doesn't make sense that them lowering their monitors htz "fixes" the problem, but for the people with laptops fixed at 60htz the game still crashes.
Well, it's getting patched in a few hours anyway, but I'd actually like to understand why that happens.
