I'm getting the same issue. Never seen this before as well.

DirectX 9 seems to be ok, so I can play there. But as for DirectX 11, nope. Everything I try to start the game up with it enabled, I get a Japanese DirectX 11 error code. May not be time for SE to drop DirectX 9 support JUST yet! lol

Also, I am unable to drop my Refresh rate below 120. It doesn't give me the option, not even in Nvidia's Control Panel (It does for my second screen though..but I don't play FFXIV on that monitor..)
