Unfortunately, that seems more difficult with my computer due to the intel chip seeming to handle resolution. Won't let me set a custom refresh rate.It's ok !
Down to 90 Hz , and the game launch.
How to made this :
-Right clic on your desktop Open Nvidia control Pannel.
-Choose Change resolution
-Create a custom resolution
-On the frequencie rate , chose 90 Hz Maximum !
-chose your custom resolution
-Launch FFXIV with DX11 setting
Enjoy the game !

Yeap same here, won't let me change Refresh rate even with custom resolution because Intel's software has to be a whiney little
Makes me wonder if deleting Intel's software will make Nvidia Control panel take over the resolution handling or if it'll mess with my PC, anyone in the know?
