Reinstalling the game fixed it for me. But you HAVE to delete your old FFXIV.cfg file in My Games folder as well when you reinstall. For whatever reason (probably due to the change to the option) if you enabled Full Screen with MAX FPS it just breaks the game and you would have to install again. Likely due to the monitors refresh rate and the games setting change.
