ooh! heres a good one! what graphics cards do we all have?
mines an nvidia 2070, wonder if it could be some unforeseen compatibility thing with the newer 20 series cards.

Yeah sadly the re-install of the game did not fix it for me. for now, DX9 is working fine. Let's hope they patch it with a hotfix soon.
PS I am using a gtx1080 mobile (Laptop)
I am using a GTX 1080, please let us know how your install goes. Until then I guess I may as well boot up in DX9

Just wanted to add my voice to the thread in saying this is happening to me too exactly as OP described, wish I understood the Japanese text so I could get a handle on what it might be. But same dll issues and direct x 11 issues, prior to update nothing was wrong. Am also trying a fresh install, will see if that works.
Edit: For the record also using an nVidia Geforce 1060 card (laptop). Also disabled all overlays, and windows game experience or whatever it's called.
