This actually worked for me, since I use a secondary monitor with a much lower refresh rate. (Got it on discount, who knew it would be THIS useful!) I usually only use it for Discord and browsing for information while playing, but now I have it set to be my default and the game runs fine even in DirectX 11 mode.
It's a nice bandaid fix for now, but SE really needs to think about rolling back the changes for the FPS lock. It is causing more problems than it was intended. Whatever the reasons for its implementation, there has to be another way.
Cause for alot of other people and their rigs, this isn't it.

I can confirm that creating a custom resolution in Nvidia setting with 90Hz allows me to play with dx11 again I have 1060 with 120Hz monitor laptop
but this like doesnt sadly work for everyone like me to because, it says settings are out of range
Same issue. It says Dirext X9 is no longer supported but it worked on my end (PC, non-steam, windowed)
I won't be coming back to FFXIV's forums. The forum vibe is way too venomous and brings out the worst in me. I don't like who I am on the forums, so it's best to distance myself.
They've acknowledged it multiple times across several threads, and in each case mentioned that a fix is being worked on.
I'm frustrated too, but the devs do know.
So i got it work by changing my refresh rate on my laptop to 90. It kinda distorted my screen but once i launched the game i changed my refresh rate back to its default (144) and so far seems fine now.
So, I kept crashing trying to load in. I don't know if this will help but if you have Win10 and you still have your Xbox Gamebar on, turn it off. The overlay was causing the crash for me and keeping me from loading in. I made sure to turn off the discord overlay as well.
