Do you have NVIDIA? If so, go to NVIDIA Settings>Change Resolution>Customize>Create Custom Resolution>Set Refresh rate to 90 Hz.

I do have NVIDIA, but these options you mention are not there for me.

Just chiming in that I too am having the same issue. I have an external 60hz monitor hooked up to my laptop (gtx 1060). The main display is set to 120hz which I can't seem to change. If I set it to single monitor, external only, I am able to launch the game without any issues. If it's extended or internal only, I get the errors.

When I use DX9 I can log in but as soon as the first Cutscene Plays it crashes with this Message.

I can ONLY play in DX9.

I tried setting my refresh rate to 90hz. But it keeps saying "Out of Range" (165hz monitor). I tried the lower 85hz option to no avail.

Edit: DX9 does not work at all for me. My character is parked in limsa, which may be a part of the issue.
