That's not correct. Remember when Machinist had Rapid Fire (yesterday?) It reduced Weapon Skill recast time to 1.5 seconds. And it was very noticeable. Same idea here. Go watch a media tour video and see Auto Crossbow for yourself.

If what you said were true, then why would anything in the game be listed with a recast of less than 2.5 seconds? The Global Cooldown of 2.5 seconds is a generalization because most skills have a 2.5 sec recast and it's the "default" in combat. That number is not absolute.
