    Well I mean, it makes sense to me. You don't want to shut out your paying customers so people who's essentially playing a demo get access before the paying customers.

    Active=paying. If Free log-in was active account, you can't even log in without an active account, so it would be pointless system to give active account priority, when inactive can't even log in - also you can't log into forum without active account (paying sub) so if you play during Free login, it will just keep saying: login to game could not be confirmed last 14 days, you are being logged out (forum)
