The "product/service" is working, it's your connection to the servers that has a problem.

You're connected to the Internet yes, but your route in getting to the SE server is where the problem lies. Not every Internet server is located in the same physical place so while you might be fine for one thing, another could be hosted in a completely different country and your route to getting there might be congested.

You need to do a traceroute at the point you are having problems and you will likely see where the issue lies. Square Enix has no control over how you get to their server, that's is totally down to your ISP.

If you can do a traceroute and see the problems you can ask your ISP to route around them, but from what others have said in the past, ISPs are reluctant to do this and so sadly the only solutions sometimes are change ISP or use a 3rd party VPN solution to get round the problems.
