It depends on whether or not they are buffing the EXP of the Alliance Raid and Main Scenario Roulette for the levels 60-69. I think doing both of them already gives you at least one level, so just using your roulette should be enough.
And I think that we will see too many GNB after the first days. Most people simply don't like to tank.
Food, Challenge Log, Squadron Buff, Roulettes, Heaven on High, and doing your job quests should be the main ways of getting xp. By when you reach 70 progressing through MSQ should be a breeze.
Remember that while a high majority of people are going to playing in Shadowbringers content the game is open to everyone, those going through HW and SB still. So queues will still be active for dungeons and hitting those MSQ dungeons will be worthwhile.

Can confirm, Tank queue is through the roof. After each roulette, I go back in with a #50+ position with wait times exceeding 20-30mins.
Healer strike is ridiculously foolish and accomplishes nothing
