Yes and no. Depending on how the game is set up, some things in the code may be tied to frame rate. Though they certainly could have approached that in a less antagonistic way.Ummm... Cpu frequency is separate from display frequency. You interacting with your computer outside of the monitors refresh rate doesn't mean that having the gpu render frames the monitor can't display will do anything.
Refresh rate only gives an advantage when you can see it. It provides smoother motion and animation.
