Is this all being put on hold to work toward the story that leads up to the fall of Dalamud?

I guess this is the case, as you can read on New FINAL FANTASY XIV System & Content List (Main Storyline):

Seventh Umbral Era storyline to give way to new storyline after version 2.0, and will not be replayable.
