people should think of it this way, one time in a 30 min fight they get a chance to more then double a thundaga (when you add damage from aga and burst) that's a huge amount of damage to come all at once.
first, you are not doubling your thundaga anytime with burst. using either to cap off a combo i push around 1300-1500. the point is when you have 3 lightning spells on thm and you add a 4th in with blm that one should be massively better than the biggest thm has. it has a 15 minute cooldown so it should fit the part. i'm not comparing it to xi or wow or any other game. i am comparing it directly to the spells in this game at this point in time.

burst should either do alot more damage, become an aoe spell, or not be a lightning spell at all for it to justify it being the 15 minute ability by comparison to the other abilities it already has at its disposal. as a blm you have a total of 20 abilities between your blm and thm and 20% of those are lightning spells and then 2 of those are very comparable except one has a 15 minute cooldown.

fire is the same way in that it has 4 fire spells, but at least flare is drastically different from the others. flare seems to be more of a 15 minute ability than burst is by far.
