Burst isn't bad, but doesn't really feel "15m" ability worthy, especially for BLM.

Though, Burst is FAAAR from worthless.. I'm not sure how anyone can call their strongest single target nuke (even w/o reduced HP!) with way less MP cost when compared to the next in line strongest nuke (single target or aoe).. useless, and still claim they know how to BLM. Whether you want to save it for a potential clutch situation needing a kill shot, or just want to use it as part of your first (or second.. considering enmity issues) 'rotation' on boss/mini-boss fights for increased dps, it's definitely useful.
