    well the game will be down for 24 hours before launch so if anything needs to be downloaded it will be during that time frame before the launch id assume

    Patch is available for download after maintenance, so as soon as it ends, you'll need to download it before being able to play.

    If they do it like Stormblood, there may be 2 parts to download. Because SB had 2 separate patches due to its size—one was available fairly early on, and the second a few hours later. If I recall correctly.
