Yes, it's most definitely copyright infringement.

However, China is well known for never accepting any legal complaints about copyright infringement. They have online games in China which are exact copies of other MMOs, even down to the code, but China will not acknowledge any attempt by the owner of the IP to sue.

Pretty much this. China doesn't recognize international copyrights like other people have said and won't do anything to stop people inside their country from profiting off of what isn't theirs. Best SE can do is make a note of what's happening and try to encourage it's fans not to bootleg for their own safety.
