And it’s still irrelevant because anyone who doesn’t own a house already can’t get one because people with houses can relocate far quicker than anyone could ever hope to buy.
Also if Numenor1379 is right and you have 25+ houses alone. You are part of why this is an issue
Relocation is less of a problem than players like Mew_FC here who owns 25+ houses alone.
They really need to bring back the rule of "One personal house, and one FC house per world, per service account."

I got Mew on Ignore atm thier attitude irked me too much however one house one fc house per world thing came well after they bought up everything they got currently.
"Sometimes I wonder I heal for fun. or if I heal because I'm a glutton for punishment."
Gaius van Baelsar: Nor is this unknown to your masters. Which prompts the question: what came first, the chicken or the egg?

On the original point, the relocation lacking a timer is an issue for a whole other reason:
Currently the answer to "I can't get a house" is always "just get a Small in The Goblet". Fair advice, except when you look there, it's just as rare to see anything come up as it is in the other zones. Furthermore, checking the actually owned plots, at least half of the smalls are owned but not built on, no placard notes, nothing, clearly just a holding plot waiting on a relocation timer somewhere. Now, my FC would be happy with a small anywhere, don't care if it's facing a wall in the Goblet slums or what, just a space for us to garden, set up a workshop, and play with the toys associated with the feature. Yet hundreds of plots that we'd make use of are being sat on by people who never wanted them in the first place and are just hogging them to use the relocation timer-bypass if their preferred plot(s) ever become available.
If relocation was subject to the same timer as outright purchases, it would mean people who are fussy about where they settle down wouldn't be forced to buy holding plots, leaving them available for the less fussy people to actually make use of. I still think the timer is a farce of an idea, and should be completely reworked or removed, but if it's there, it should apply equally to all so that relocation isn't a requirement and holding plots lose their appeal.

It is one and one per account. Except transferring the FC to a character you own is the loophole and cannot be removed because the timer which exists for inactive FCs to automatically transfer leadership of a defunct FC where the leader hasn't logged in to someone who is active. They can't get rid of it because then you would have people complaining about their FC being unable to have a new leader after the time limit.
There are no loopholes. The only time players had to bypass the FC houses restrictions were during the first two weeks of 4.2It is one and one per account.
You don't need anyone to hand you over leadership to an FC house in order to have 8 per server.

Yeah....just lost a house after 10 hrs to a relocation and then a few minutes later they left...reseting the timer...
IMHO what I think would give more people a chance to get a house would be if they'd reverse the grandfathering for people that have multiple houses and force them to relinquish all but one per character per world.
Pay them back for the reliquinshment, of course, but force the freeing up of those plots. More plots in circulation means more chances for people to get houses.
