Will GNB value skill speed?

I was also humoring skill speed build during media tour skill set reveal, but after E3's changes, not so much anymore.

No Mercy being buffed to 20% from 10%, Gnashing Fang combo starter cooldown reduced to 30 seconds, and Sonic Break cooldown being changed to 60 seconds, means Gunbreaker now operates on even stricter burst window not unlike current Paladin. Stacking skill speed means your skills won't be lining up with the burst window, unless you delay some of your skills, negating the benefit of skill speed in the end.
