Stutter ins Dx11 ( little lengthy )

Hi guys I am wondering if anyone else who has the PC client on windows 1903V, has a slight stutter/fps drop once in a while(turning camera-open world zone change w/o load screen transition). I have this happening on a few systems, I do not understand what is going on but have done all I can. I mainly notice it in city and outdoors I haven't seen it that I can recall in my first few dungeons.

I don't overclock my systems and they are fully up2date on windows drivers and Nvidia as well as Bios and chipset drivers, the games are on an NVME driver too. Samsung 970 evo/pros. Am I doing something wrong as a new player? I scored 14k on the benchmark on the system I am currently using on the shadow-bringer benchmark and it said extremely high. This does not happen on DX9. Only DX11. I am now trying with the gamepad enabled option vs keyboard and mouse, as well as enabling vertical sync from Nvidia control panel and triple buffering. I was gonna just leave it on DX9 but they are ending that I really love the game but this is taking the fun out of it.

I play other MMO's as well and do not experience this, even on World of Warcraft on DX11 / legacy / 12 Nothing like this. Is this normal? should I just not worry about it? or is there something wrong that I am doing? My temps are good My cpu rarely breaks 50c under load and GPU under furmark didn't break 63c after 20m fulls screen msaa x8 enabled.

Games are being played on an VG248QE 144hz. I have tried different cables too! I had the Vsync enabled on the in-game menu on a 1-1 144hz option. I even tried with it turned off in the menu and it still happened. It is completely sporadic and I can't do any specific option to reproduce it. It just happens when it wants too.

Current system in question atm:

Ryzen 2700, EVGA 1660TI, x470 Gaming 5 MB, G.skill Flare X 2933, X.M.P. Enabled (memtest returned zero errors@ default and rated speeds)

Edit: I play in windowed mode if that matters.

Edit 2: the stutter I believe is from the sudden drop in Fps from 130/144 down to 80/90 and then it comes back up again.

Edit 3: While in DX11 it doesn't matter what gfx mode I set it on it will still happen randomly.

When did this first start happening? Do you recall anything changing/updating on your PC that coincides with this?

Does changing to fullscreen or borderless have any affect on the stutter? Does changing the in-game frame limiter change anything? For instance, does changing it to 60hz cause stutter below 60fps?

Is there any similarities between these PCs? Do they have the same program running in the background or have the same graphics driver version?

Hi Einmimiria! Thank you for responding to my post it is nice to see CS be so active even with a new player to the game. As for when this started happening, I just started playing so that would be always? No I don't recall changing anything on the systems. However 3 of them are on gigabyte boards, a z390, a b450 and a x470. Same result, the AMD boards are on F.40 Bios and had the ECU tool ran and properly passed before upgrading from F.31. There was no noticeable reduction in stutter when it occurred despite display mode of Windowed/border-less/windowed full screen. I also tried to use the IN-Game fps limiter/refresh rate control to 144 and even 60hz, no effect change. I have however seemingly made some progress, within the NVCP if I enabled triple buffering and used the Nvidia Vsync control and unchecked FFXIV in-game options the stutter was far less, maybe one time in 6 hours of playing. As for the drivers I have the latest chipset drivers for AMD and Nvidia 430.86, and windows V1903. I will test tonight with a 60hz monitor to see if it is the same as my 144hz monitor. FWIW disabling fullscreen optimization definitely helped with my overall FPS, I run on borderless windowed. I also did notice a big difference in overall "smoothness" if you will (never dropped below my Vsynced framerate). Sounds like yer havin frame pacing issues which does seem rather common in FFXIV. Giver a shot an see what happens? (Right click ffxiv_dx11.exe in the 'game' folder, you'll see that lil box under "Properties", "Compatibility". xD Sorry Dynratygus, forgive a smol kitteh for buttin in on the diagnostical processes >.> I'll go back to pesterin the local Lala populace as intended by the Twelve now...

I actually haven't had any stuttering that I have noticed since forcing triple buffering and using the NVCP Vsync option. However I disabled FS optimizations to test and as for your system report here ya go.

Yes After forcing on triple buffering and Nvidia Vsync in the Nvidia control panel I haven't really noticed it. However if I shut it off it comes back. I will post here again per request.
@ Arrhin, I did try your suggestion but it stuttered on me so I restored it and put it back to the way I had it and all is well! Thank you!
