    I'm not sure if it's possible to answer this question. I would like to inquire if there would be a way for non-Japanese residents to purchase tickets for this upcoming event since it seems there will be a way to do so given the placeholder link in the details page in the lodestone once the ticket sales start.

    As you said, the link heavily implies anyone will be able to purchase tickets, considering they have an English page about it, listed prices in a foreign currency (in this case dollars) and have written "Should your plans take you to Japan". It stands to reason that you will be able to buy them from overseas. I don't know how it was handled last time, but there were quite a number of foreigners at the last one, at least some of whom likely were not residents.

    I would add that the sales in Japan are going directly through the SE store, and the link on that page you posted currently takes you to the NA SE store front page so it looks like you will also be purchasing directly. It's just a shame that the tickets are more expensive.
