They add worlds/datacenters as needed. So far they've only added, never removed/merged, as the game is still in growth and currently the most healthy it has ever been. They recently added datacenters Crystal (NA) and Light (EU) and new worlds Spriggan (Chaos, EU) and Twintania (Light, EU).
