This is a big part of it. Not only in PF but also pug DF. An annoying number of healers just heal the second life drops or just completely crush my HoTs. When this happens I just let the other healer carry the party and pitch in if anything crazy happens. Heal -before- the next damage comes in, not after the curent damage just hit.

Also, I haven't experienced what the OP is talking about. But I track the healing and damage done and like Sebazy said, it's often a skill issue or laziness (people afking because they're tired of the content). Hardly ever someone going all out on dps.

Yeah, I generally stop healing because my co-healer wastes all my healing efforts.

Cast Medica II/Aspected Helios for the HoTs after a raidwide? Co-healer uses Indom or Medica II x2 + Plenary Indulence.
Use Collective Unconscious for the HoT after a raidwide? Same thing.

I won’t have a 70% overheal because my co-healer insists on healing everyone up to 100% instead of letting regens do the work (the party will be fine—I promise you), so I just stop healing at that point... My MP is better spent elsewhere.
