Honestly, I don't think anything will ever change until SE realizes that the four man STF team is not nearly enough to be handling an entire game's worth of cheaters.
The GMs need the authority to issue bans for illicit activity.

Of course they are aware, what's needed is a better effort on their part. I suspect the relatively low bot activity on the Japanese servers tempers their response to date. So since they've shown they do respond to issues that a large portion of the playerbase want addressed, we just have to keep pointing the bot issue out on the forums. If the amount of bot activity on the EU and US servers becomes a significant part of any login queues when Shadowbringers arrives, that will have a rather negative effect on player perceptions towards the game.
The bot activity being lower on their end only really holds true for the RMT bots.
I've seen multiple painfully obvious DoL/H bot farming FCs on their end and tellingly, they have the lowest prices on infusions and crafted gear out of any of the DCs.

I still don't understand why you can report people from RMT when they say something on a chat window, but you don't have that option when you target their character.
No one will fill dozens of full report when you see a complete hoard of bots teleporting back and forth between several spots on the map.
Fun fact, I recently created an alt and I met the exact same party of bots going through the MSQ for 4 full levels.
Y: I usually compare FFXIV with a theme park, but the Forbidden Land of Eureka won’t be a place where everyone would want to go. For example, there are people who don’t want to go to horror houses because they don’t see the point in getting scared on purpose. For example, on a date, the boyfriend might want to invite the girlfriend to go the horror house, but the girlfriend just doesn’t seem to find it fun. In other words, it’s not like everyone wants to go to the horror house, but there are people who just love the adrenalin rush they get from it. Think of Eureka as something like that.
