How come we can move hotbars during combat?

I play with a keyboard and mouse, and I use my mouse to hit some things I can't on the keyboard. I'm kind of getting tired of moving my hotbars when I misclick something, only
to be completely thrown off in combat.

Why can we move hotbars while we're in combat?

There is a setting in the UI menu to stop this happening... for the life of me i have forgotten where and i am away from my computer to check.

There's a padlock icon beside your hotbars that you can toggle. You can also go into Character Configuration -> Hotbar Settings -> Display -> then hit Enable drag-and-drop positioning. See if that fixes your problem.

It was only the hotbars themselves, not moving the skills around. I've used the padlock enough. Though the Hotbar setting should have been turned off from the get go instead of defaulting everything to on, that part helped.
