    because they haven't gotten to it yet? usually minions from other FF's are reserved for special instances. i would think maybe there might be a collab when FFVII remake launches.

    We already have Tifa, she's in the mogstation already.

    Biggest answer is that they are saving Sephiroth for A.) Fanfest like some other minions are part of, or B.) We'll eventually have a fight against him and get a minion that way like with Kefka and ExDeath.
