I would just not give anyone but the FC Master the ability to promote other players to different ranks.
If you don't completely trust the person, don't give them access to promote.

However something SE could do, is put a cooldown on promotions. Once a promotion has been made, it takes 24 hours to come into effect, in the mean time the FC master or whoever has permission to promote, can revoke that promotion.
It won't solve all issues, but it will give people time to react to cases like this if they catch it.

I'm just curious on how a bug like this is not a technical issue? It's not the first time that I ear stories like that, I agree that the simple way to solve this is by having the fc leader only with the right of withdraw gils, but... If there is a problem like that, why it's not solve, or not seen as a technical issue?

It seem that it is not a bug because it is not code related, but design related. It work the way the devs want it to work. It is not about the tech team to change it, but the devs have to change their design.

Because it's not a technical issue...

Someone using the valid mechanics of the game to steal gil via accessing their account against their wishes, is a people issue, not an technical issue.
If the account was 'hacked' through the game itself then maybe there's a technical issue there, but chances are his login details were obtained outside of the game itself.

Thank you everyone for sharing your opinion and your support with our situation. I will reply to some of your concerns but allow me to give an update. We basically reached the GMs in game and they promoted the issue to be investigated via GM Supervisor, but we are yet to hear from the Supervisor since then although we have been following up with the regular GM and they kept asking us to wait. The character who stole gils has been seen online on suspicious actions multiple times tbh using mog mails, but we are out of any options without game developers support.

Our FC is kinda big, it might not have a large number (175) but 70% of it are active members(considering the gab between expansions). We formed somewhat of an online community so some members of them should be assigned to specific duties to maintain the friendly and supportive rhythm. It really cannot be done by one person so accepting some specific settings to be exclusive for the master only is not really convincing.

We have it as three ranks highest, gils withdrawal for 2 highest only. The three members who are top 2 ranks are basically who started this FC from the beginning until today and we trust each other.

We understand that, for now. But we are concerned about an option available in the game but we can't use it really. To us, for anyone who joins and see an amount of gils they can tell that this FC actually works as a team and has different goals and interesting aspects to play the game unlike many others they don't. It is really hard to maintain that during such possible issues to happen all of a sudden unfortunately and we are really looking and trying for a cooperation to resolve all that and fix the system for future experiences.

If it was in our fault we would take the loss and live with it, but in such a scenario we really think that the developers should stand up for an action.

even if we give the fact that this is a misunderstanding, I would say it is still on the game behalf to not make it clear.

Did you ever test it? To my knowledge the system doesn't say you can't promote above your rank. It just says ability to promote or demote. It's been a known thing for close to 6 years now that you can promote to any rank.
