Sorry, but no. When your account was first created it was region locked at that point, so if you bought/registered a JP version of the game, then all other platforms (and expansions) also have to come from the same region.

If you were to get a PC version from the same region though, then yes you could attach it to your existing account and play on both PC and PS4 (with the single subscription, but not on both at the same time)

Edit: If you want to check your account region, log in to the Mogstation then goto the "Square Enix Account Settings" (top right) and select "Account Information". After confirming your date of birth it'll come up with a page that will have the region on it.
