Unable to download patch files

When trying to start the came on my laptop i keep getting the above error with codes 11003 and 20403.
I've tried reinstalling, disabling my virus/firewall, changing my dns, changing the compatibly settings and going through a vpn. Nothing has worked yet.
Game works fine on my desktop, which runs on the same network and has the same OS and settings.
Any help is appreciated.
Let me know if there is any other info needed.

where did you install the game?
it seems it dont have any rights to write files.
also my documents folder writable is needed. (my games / final fantasy)

maybe you try default one and clean all folders and install the game again.

The documents folder is networked if that makes any difference. I have full read/write permissions to it though.
I did install with default options but I'll try and install under the local admin account on the machine rather than my account (which is also an admin, local and network).

Reinstalled the game under the local admin account and it works. Even though my account is both a local and network admin it seems the game didn't like that.
Once i installed it under the 'Administrator' account, everything works fine, even when I'm signed into my own account.
