    Yeah he has a chance to spawn in the over world after you complete the story for Omega. I've seen him in Mor Dhona before.

    It can also appear at Behemoth's Dominion in the Coerthas Central Highlands. It only appears for you and not necessarily others. It's RNG so you can keep teleporting to the area until it shows up.
