Generally I don't get upset or annoyed over MINOR armor clipping. But this really does pass a significant line.
Could there be anything done to mitigate this, especially on larger races such as Roegs?

Probably not, depends on what 2.0's graphical engine is like. Clipping is natural in pretty much all games (specially MMOs) of this generation even more so than usual, but it is pretty bad in this game atm.
/display shield on off should be in order.

object clipping only became an issue after they turned model clipping off.
you would still have the same issue, Geared players wouldn't be able to clip through other Geared players and unless i'm mistaken undergarments count as gear.
Also they didn't turn of clipping because of people complaining....at least i don't think so because this happened when tanaka was still at the helm. they turned it of because the global clipping was placing unchecked strain on the servers.
the day they turned it off my Latency dropped by around 100.
It would be tough to fully fix, because it would effectively need a different model for the hood to go over the shield, if the hood was up it would be alot better.
the fix is very simple but it requires turning model clipping back on. i'm willing to bet the SE T&D Computers still have it on. hence why they didn't catch it before it was rolled out.
besides they broke several things when they turned clipping off. the Elven Race has Belt & weapon placement issues, the High Landers have lower Robe and Hand gear issues, the Midlander is generally safe as is the mi'qoute do to there smaller builds the issue is more gear specific for them.
also physics on certain older pieces and models behave erratically with it turned on.
