how is early access going to work?

are all of the combat/job changes going live on the 28th, but inaccessible to people who did not preorder?

The servers will be down for 24 hours before early access, when all adjustments/additions are made. Anyone without "early access" will be in the same spot as someone who hasn't bought the expansion.
