When I was leveling RDM/SAM to 61 in early SB, I ran Gubal NM—leveling dungeons will probably see themselves nerfed with experience gains buffed, as this has been the case for ARR > HW and HW > SB. So I would suggest running Gubal NM from 60 to 61.
