A chance to play Heavensward story one more time without going through 300 fetch quest of the base + ARR is the reward itself.

Why would there be?

Considering this is something that was requested by the playerbase who wanted to experience the story again and apparently an aweful lot of work that must have gone into making that possible (considering all their previous "We cant do this") I doubt that they spend extra ressources on giving out new rewards for it...
New Game + itself is the "reward" - getting to play the story again, this time absolutly in your own pace already sounds amazing to me!

do we know if we revert back to "appropriate" level when we do newgame+? or we stick to current level (70 for example) so we can breeze through everything.

I heard you will be able to keep everything you have on your characters and go through it just like that.

I do wish we would still get some ARR items that are now unobtainable. I wanted that 'Notorious Monster Hunter' title so maybe it'll be included.

Thats not ARR, thats Legacy (so 1.0). With the exception of titles that are bound to seasonal events everything that could be obtained in ARR can still be obtained in game today.
