Regarding Congestion Prevention - active subs get login priority. Who is that?

In the new Congestion Prevention for Shadowbringers release it states:

■Login Restrictions
In order to prevent possible server crashes due to congestion, login restrictions may be applied when attempting to log into certain Worlds.

Characters with active subscriptions will be prioritized when these queues are in place.

What is considered an active subscription? Is that only someone paying monthly and excludes time card users? Also, what about people on their free 30 days that just got the game. Are they excluded during their free 30 days?

I'm assuming that the only people excluded from it are the people playing the free trial and everyone else is counted as an Active Subscriber since they have a subscription going on.

Don't forget the Welcome Back campaign as that is also a free play period when you have in inactive account.

I had assumed gil spammers would also be blocked during that time since I can't imagine they always use an existing, active account... Square would shut those down pretty fast.

They do, unfortunately.

The only ones that don't are the gibberish-named /say spammers.

The shout spammers and gil farmers are using subbed accounts.

Doesn't Square shut those accounts down? Or do they just delete the characters? I had assumed that they wouldn't have characters to log in as when or soon after the expansion launches.... (I'm legitimately asking)

Well I mean, it makes sense to me. You don't want to shut out your paying customers so people who's essentially playing a demo get access before the paying customers.

They do shut them down. A lot of people don't realize they are subbed through illegitimate means, through stolen credit cards. This means that oft said thing where people say "Square won't shut them down because they make so much money from it!" is total horse dung because not only do SE not make money off them, they lose money because they are charged fines by the credit card companies. They ban often, it's just you can't stop chinese bot farms with credit cards taken from spam lists.
