Duty Finder Penalty without Abandoning a Duty

On two separate occasions I’ve left a gold saucer activity normally and gotten the 30 minute duty finder penalty despite not actually abandoning or withdrawing. (If anyone knows why this triggers, I would love to know how to prevent it.)

Frequency: This is the second occurrence (first time after leaving Leap of Faith GATE, second time after leaving a Lord of Verminion match)

Steps:
(This happened less than a week ago) Leap of Faith
1. Have 2 member party, other person is party leader
2. Try to queue for Leap of Faith GATE, get denied because not party leader
3. Leader queues up for Leap of Faith
4. Enter GATE as normal
5. Party leader finishes GATE and leaves, a couple of minutes later I do the same
6. Have duty finder penalty after leaving normally that seems to have started counting down at the same time as I entered the GATE

Lord of Verminion
1. Have 2 member party
2. Other person is party leader
3. Leader queues up for LoVM: Player Battle (Non-RP)
4. Game starts as normal
5. Game ends after approximately 1 minute and 30 seconds
6. Leader leaves first
7. I left around 20 seconds after
8. I leave the match the same as the first 2 battles and I have 30m duty finder penalty (we did 3 matches total)
