Couple of questions about GNB/DNC

So just out of curiosity I can't find any info for the questions I have maybe someone else knows?

1. Is it required to go to the ShB new area to be able to do the GNB/DNC job quests like HW did or is it a certain level requirement to unlock them like in SB?
2. Is the level requirement 60 or 70? I was guessing 60 but that might not make sense.

Strictly speaking, no story progress is required. You just need to talk to the job trainers as a Lv60 job. You could buy a job boost but not a story boost, and it would let you unlock the job.

However, if you start in Limsa Lominsa, you cannot leave the island until Lv15 MSQ (The Lominsan Envoy), so Limsa Lominsans are required to progress the story that far regardless of level if they want to unlock GNB in Gridania. If you start in Gridania or Ul'dah, you can't leave the mainland until Lv15 MSQ (The Gridanian Envoy / The Ul'dahn Envoy), so you need to be that far to unlock DNC in Limsa Lominsa.

You will obviously need progress enough to be able to access whatever zones they put the job NPCs in. Have they said what zone they're going to put them in? If they wind up in Kugane, for example, then you'd need to be several quests deep into SB content. I hope they don't just pull another "oh look, some random guy showed up in a starter city" again.

Rongway already stated this in his post, but to add on to what he said: they've stopped locking jobs behind MSQ progress to that expansion after Heavensward. The developers have mentioned in the past that they regretted locking HW's jobs behind access to Ishgard, so all subsequent jobs will have starting questlines in one of the three starting cities. That's why RDM and SAM start in Ul'Dah. You will need to have purchased the expansion and have another class/job at level 60, but no other requirements will be present.

Oh neat, I'm about more then halfway through HW's story but have a job very close to 60 so I shouldn't be too far off. Thanks for the heads up.

As Rongway already mentioned, Dancer's initial quest will begin in Limsa Lominsa, not Ul'dah. We already have both of SB's jobs in Ul'dah, so it makes sense they'd set them elsewhere, and lore reasons can be made up for their presence there: since the Hrothgar come from Ilsabard, it's likely GNB's mentor will be a refugee from the Garlean Empire and thus comes to Gridania, the starting city closest to Ilsabard. Dancer's techniques hail from Thavnair, so it makes sense their starting quests would come through the biggest port in Eorzea.
