It can be a necessity if they decide that the market isn't healthy, due to low number of suppliers, due to DoL / DoH leveling being too much of a pain (and yeah making it faster / easier / more enjoyable would be optimal, but that would actually take effort). While I am conceptually against all kinds of jump potions, I think the DoL / DoH potions would do the least damage, as 1-50 DoH and basically 1-70 DoL is mostly pointless aside from the tedium and everything neccessary for your job can be learned in an hour tops.

If they are leveling the extra casual (or hardcore) way, they aren't supplying anything low level to the market anyways.
