There are a number of calculations done with stat caps, tiers, etc. You can check out The Balance discord channel for more information there. Various docs from a quick google search may also yield proper results.
However in a few weeks everything will be re-balanced. With the expansion we all kinda get nerfed to make room for bigger numbers on newer items. Happens every expansion.
