Just checked the machines I have XIV on and no Bonjour here either.
The date on the installer (the one you linked) is also 8th August 2013, suggesting that it is the very same installer that we've had since 2.0 (and it certainly looks the same when ran).
Whever you got Bonjour from, it probably didn't come with XIV.
Perhaps look in Control Panel -> Programs and see what date it was installed and then see what other software was installed on that same day.
Reading what others said, perhaps the launcher isn't installing it, but the browser itself is loading it when called by the launcher. There may be something else on your machine utilizing it. If you just open the browser after uninstalling it do you have the same issue?
simply launching Internet Explorer doesn't have it installed. the only time an install is attempted is when running the FFXIV Launcher. i can also see this by running the launcher in a sandbox. i can also deny permissions for the launcher and thereby block the installation.
as far as something else installed that may use Bonjour services... nothing! i absolutely will not EVER willingly install or use anything from Apple.
Reminds me of a friend of mine who claims to have "completely uninstalled" Internet Explorer from his computer using 3rd party tools.
It doesn't work like that. I know. I've seen the code. Both retail Windows and Windows CE 5, the latter which is open source under a restrictive license.
99% of the code that makes Internet Explorer what it is is also bundled into Windows Explorer. The Internet Explorer executable pretty much just acts like a "client" for that functionality.
Every time you go to browse the folders on your hard drive - surprise! Same code.
Although, the motion to eliminate the Internet Explorer executable as a major browser is for the best. Insecure code is less likely to be exploited with offline use.

i remember, once upon-a-time, i tried removing Internet Explorer. there is/was an actual option in Windows to remove it, but it doesn't FULLY remove it in its entirety. and if you attempt to remove it on your own, you break Windows. i never did explore an alternative to the default Explorer and then trying again. but, as i understand it, Internet Explorer and Explorer are basically the same thing. and the Internet Explorer is critical to Explorer and Windows operation.
i personally hope Microsoft will one day just destroy the thing and make it work some other way. (or, as you say, make it offline only. this would be sensible, because it's not like IE is actually broken.) with the way Flash is going and the fact that certain developers offer the ability to play their games through a so-called 'mini-client' that uses Internet Explorer... well, these developers will never update to Unity, which is bad. Flash is terrible and should have never became a thing in the first place. it was never good, and never will be. just my opinion, though. i can't wait for Flash support to be dropped from common browsers. this will separate the developers who actually care about the quality of the game their users play from those who don't. those who will cling to their IE-based mini-client will be called out as trash.
Yeah, I don't have bonjour installed on this pc, or my laptop, which has a more recent XIV installation. Maybe something else on your PC is causing this.

I am sure you still can't uninstall Internet Explorer. In 1995, you often needed to install Internet Explorer (4 or 5) in order to play certain games because it required certain features/libraries.
It was kinda odd that they bundled the Internet Explorer with, IIRC, King’s Quest VII. We had no internet connection and it was baffling to have it to be installed.
For compatibility reasons (or just spaghetti code), I guess you still need to have an IE available if a program does a simple check that you have the libraries (and not, oh my god, Netscape!)
I have Bonjour running right now as my iPod Touch is charging and it basically acts as a network driver from iOS <-> Windows. The name of Bonjour is btw. shown as "mDNSResponder", who knows for what little bit of work this is needed.
Maybe a leftover of a cross-platform launcher or something?
