Highlanders mostly worshiping Rhalgr is more a consequence of them being a Gyr Abanian clan, and thus closely tied to the culture of Ala Mhigo, which of course primarily worshiped Rhalgr. Midlanders are a far more generic Hyuran race--the first lore book states that they live the world over, whereas Highlanders are exclusively Ala Mhigan or refugees in Thanalan--and so would worship whoever was dominant wherever they live. Ishgardians would of course worship Halone, Othardians wouldn't even worship the Twelve and instead venerate the kami, and so on.
You are a bit mistaken. It's not Highlanders who worship Rhalgr, but Ala Mhigans. Besides the Miqo'te, the other "initial" races don't worship a specific deity. Instead who the worship, and who they wanna worship depend on three things.
1: The town they were born in or reside.
2: The month they were born in
3: The year they were born in
Basically, someone would worship one of these 3 choices, or all 3, because each deity gives them a different thing. Prosperity for where they live, and a blessing for the time in which they were born, month/year.
Lastly, there is a 4th choice. A deity that you yourself choose. Which is basically the one you choose during character creation.
I like helping people with their Job ideas, it's fun to help them visuallize and create the job they'd like to play most. Plus I make my own too, I'll post them eventually.
I had absolutely no concept of any of this when I started out, so it was slightly amusing to find that when I finalized my Thighlander back in ARR and happened to pick Rhalgr the Destroyer (just because it sounded cool)... Well, it worked out in the end.
I remain ignorant of the details but from what I've seen and guessed, it is indeed the Thighlanders that are the more likely candidates for following Rhalgr given their tie to Ala Mhigo and such, but as far as actual player characters, yes, you would literally choose a diety yourself (now for flavour more than anything - at the time it gave a slight alteration of elemental resistance if I remember right).
