Well this could all be fixed with apartments.

Start upgrading apartments.

Add balcony's with grass which can hold couple of statues or tree's and a garden seeing how that there is a chocobo stable outside you are set.
Expand the size inside then make a upstairs or door that leads to second floor of course if they wanna charge money for these upgrades whatever price gil people sure would pay it.
then at the first floor not inside the apartment have a door for a workshop which everyone can use if they go in its different and you can invite people in to craft the ships or go on voyages.

its not like they need to make more housing plots this could fix issue.
