But those situations don't last a lifetime. You eventually get power back, or get home. So it'd be nice to have a dwelling sitting there waiting for those of us who go through such events.

Currently there is flooding in much of the midland US. The system is NOT paused as demos happened a few days ago. Some peeps have lost their IRL homes. Its going to be a kick in the nuts for those that do play the game to find they lost their IG home as well. And I doubt SE will be willing to hold demo's everytime a military unit deploys. If that was the case, suspend demo's indefinitely.
Demos are there for a good reason, so yeah no. Turning them off is just a terrible idea that would make a bad system worse. Like I said before, if it was so important that it made a difference in someone's life, they could quite easily have someone log in and step into their house once a month. There are very easy remedies for those types of situations (for housing not getting demo'd) IF it's that important to people.
